MANILA, Philippines — A candidate for Maguindanao del Sur’s 5th district representative withdrew his candidacy on Monday, the day of the first Bangsamoro parliamentary elections.
A document shared by the Commission on Elections (Comelec) with the media showed that Nasser Guialal Dalgan filed his statement of withdrawal, which was received by the provincial election supervisor at 7:03 a.m.

The early voting period ran from 5 a.m. to 7 a.m., while the regular voting window is scheduled from 7 a.m. to 7 p.m.
“Accordingly, we find your Sworn Statement Withdrawal COMPLIANT with Section 44 of Comelec Resolution No. 11216, and thus, your COC [Certificate of Candidacy] is CONSIDERED WITHDRAWN effective 14 September 2026,” a document from the Comelec law department read.
The law department then noted that votes cast for Dalgan would be considered stray.

“Nevertheless, considering that the Official Ballots for the 14 September 2026 BARMM Parliamentary Elections were already printed, your name will still be included therein. However, you shall not be voted for, and any votes cast in your favor shall be considered stray,” it added.
In his statement of withdrawal, Dalgan did not name any substitute for his candidacy.
Dalgan filed his COC last May 7 and was nominated by the Bangsamoro Party.
