MANILA, Philippines – The House prosecution panel is set to present Tuesday two officers of the Armed Forces of the Philippines (AFP) to testify on the Department of Education’s (DepEd) use of confidential funds.
This comes as Vice President Sara Duterte’s impeachment trial enters its ninth week on Tuesday, Sept. 1.

What to expect:
- AFP Col. Manaros Boransing II is expected to testify on whether the military received financial assistance or monetary rewards from DepEd for the annual Youth Leadership Summit (YLS) during Duterte’s tenure as education secretary.
- He will be followed by AFP Col. Magtangol Panopio, who is expected to corroborate Boransing’s testimony on military certifications submitted by DepEd to justify its confidential fund expenditures.
- DepEd previously submitted certifications from military officers to explain some of its confidential fund expenditures.
- During a 2024 House committee hearing on DepEd’s confidential funds, military officers testified that their units did not receive DepEd intelligence funds for the annual YLS. /dp
