MANILA, Philippines — Government contractor Pacifico “Curlee” Discaya was arrested at the Senate on Monday over a malversation case tied to a disputed flood control project in Bulacan. The Bulacan Regional Trial Court Branch 20 issued the arrest order in connection with allegations that Discaya falsified public funds or property. Discaya’s charge is not bailable.
