They are saying the agency’s anti-fraud efforts may be doing more harm than good for millions of vulnerable citizens …

As such, the South African Social Security Agency is piloting several new technologies at its busy Bellville office in Cape Town. It has done so, in fact, for the past six months. And the agency plans to extend these to other provinces when ready. The changes include fingerprint and facial biometric verification. And eLife certification kiosks linked to the Department of Home Affairs. As well as smarter queue management systems.

As ever, SASSA say the new eLife certification system directly addresses a longstanding problem of grants continuing to be paid to ineligible recipients. Longer-term, SASSA applicants will be able to apply for and manage their profiles entirely online, without having to ever visit an office. Can you imagine?

Early signs from the SASSA Bellville pilot are encouraging, with officials and oversight committee members noting significantly shorter queues. However, concerns remain about staffing levels and whether enough in-person support is available. Plus, they’re still not happy about how long technical glitches take to be resolved. Just this week, SASSA had to apologies to clients via social media for persistent system-offline issues.

Nevertheless, authorities say the modernisation drive is paying off, as prefaced by a drop in miscellaneous grant recipients. From 19.3-million recipients at the start of the 2025/26 financial year, the figure now sits at 18.8 million in March 2026. This represents a decline of nearly 500 000. Stricter reviews, eLife certification and biometric enrolment are generating savings of roughly R44 million per month for the Department of Social Development (DSD), says SASSA.

And yet, civil advocacy groups like the Institute for Economic Justice (IEJ) still urge caution. By analysing public data and government reports, the IEJ found that three out of four times, the social-grant fraud cases (from 2014 and 2025) involved government employees, contractors and officials, and not beneficiaries.

In contrast, fewer than 600 beneficiaries were reported for fraudulent activity over the same period. In a system serving roughly 28-million beneficiaries, over a decade, that’s not even worth mentioning as a percentage. The IEJ argues that the resources being directed at policing beneficiary fraud is, therefore, vastly disproportionate to the actual scale of the problem, which should be aimed at government staff/officials instead.
